This is still a problem. Every time I start a new game, the flickering is happening. So I have to start, save, exit the game, go to the game's profile in the GPU settings and turn the Shader Cache either ON or OFF. And then the problem goes away. This is an AMD issue, I am yet to hear someone from the Nvidia camp complain about this.

It is not something major but it is a major annoyance, since I try a lot of stuff and constantly start a new game.
