The following fixed it for me:
AMD 7900X CPU + Nvidia RTX 3600Ti (+Windows 11, I don't know if that's relevant)
-> Disable the AMD iGPU in BIOS + Uninstall AMD iGPU driver
Alternative that also might be worth trying:

In Device-Manager: Disable AMD GPU (onboard GPU) and uninstall the drivers right there (you will be asked when you disable it).

I did not need to disable it in BIOS, the game runs now.

No, it's people playing it on laptops with iGPUS and dedicated GPUS going into conflict at the same time.
Disabling or uninstalling AMD GPU didn't worked for me. I have RTX 5060 and Ryzen 7 9700X.

I found this solution helpful:
1. Go to github_com/SCell555/amd-ags-stub/releases and download the amd_ags_x64.dll file, (cant post any links so replace the underscore with the dot but don't rename the dll file!)
2. Navigate to Dishonored 2 game folder and copy the downloaded amd_ags_x64.dll file to your game folder - you will be asked to replace it - say yes.

Now I can start the game from GOG Galaxy (I'm using version 2.0.90) with two active GPU cards in my Device Manager without any issues.
