I was watching some gameplay video of Dishonored 2, and I noticed this guy has several magical powers that I don't see in my game, and don't seem to be able to upgrade either when I have runes.

Was there some DLC that is in this game that doesn't install automatically or something? I thought I should have the DLC if there was any because I bought the Dishonored complete pack with all 3 games here on GOG.

I went looking for the names of one of those powers this guy had in his video, and it says it's one of Emily Kaldwin's powers....

I did not realize the choice of character you play as in the beginning of the game affects what powers you get. Is it bad to play as Corvo? I just chose to play as Corvo because I played as him in the first game.

Yes, they have different powers. According to https://dishonored.fandom.com/wiki/New_Game_%2B Corvo and Emily can access each other's powers in New Game +.

New game + meaning if I replay the game again as Emily next time (I played Corvo this time), I can access Corvo's powers next game while playing as Emily?

That's how it reads to me. I haven't personally tried it so I'm going by the wiki page.
