On another forum someone wrote this:
"If you like me decide to recreate your character but don't completely exit the game, some flags will get cocked up and you won't be able to pick The Shoe. To fix this, you have to exit the game completely before creating a new character if you've already picked up The Shoe on your current character. "
No idea if that fixes it, but worth a try.

I did experience this in the way that it automatically equipped both shoes, but did not complete the Task.
Fixed it by simply unequipping my both shoes back to inventory and re-equipping them. The Task got completed.
Not sure if you experience the same problem.

+1 - I deleted all my other saved games and exited before creating a new character.
