I have noticed here and there in the game, some permanent effect potions.

I thought i might try and find out where they all are in the campaign so i can try and get them all before the AI.

I could not find any such information on the net?

Also, any tips on how to retrieve treasures quickly while secondary parties refuse to defeat any treasure guardians?

I know secondary parties can defeat them with spells, but by the time you have enough spells for that, much of the treasures are pillaged by the AI who can seemingly afford to use parties as cannon fodder to wear treasure guardians down.... naturally the player cannot afford that strategy.

I have noticed that the AI doesn't drink the permanent effect potions so don't worry too much about not getting them eventually. It has been a while but I seem to recall that a few of them show up more than once although the only specific example I remember is the Quicksilver potion during the empire saga. I can't say for sure but I don't believe the AI actually uses any potion or scroll other than healing and life potions.
