Warcraft 3 i guess is wrong link. Or actually right one - old 2008 downloader-installer... same old download link source in that downloader (at extended peers info, P2P master server not available anymore). But it downoald installers archive for 1.27a - and missing Exodus of the Horde mission files.

Find (eg at hiveworkshop forum or google it) old 2008 installer for 1.21b. And apply last official patch 1.27b.

Also you can download 1.31.1 PTR (same build as non-PTR Live). But normal link lead to Launcher. Same Launcher as for starting from 1.28. And that launcher download Reforged now.
