I remember, in the last week or so, looking at Diablo priced at C$ 11.99. Now, for the summer sale, there is a 10% discount on Diablo! YAY! but wait... It seems the base price was increased to C$ 13.49 making the "discounted" sale price of C$ 12.09 actually nearly 1% more expensive than the game would have been just before the sale, not 10% less expensive...

Thanks for the clarification. The timing of choosing to do this just in time for the sale makes it seem like they just increased prices by about 10%+ to make the sales seem better than advertised.

The local price change was from $13.39 to $13.49 CAD; not $11.99. The 10% sale price is still less.

You can check on isthereanydeal that the game was never priced at less than CA$ 13.39 and this is the first sale. I don't know where you got that 11.99 figure from, but you were definitely mistaken.
