In the settings I specify 1020 * 1980, but as a result, the original 640 * 480 is launched.
Win 10.

Still looks like 640 by 480 whatever I do so this problem hasn't gone away. What am I missing here ? I consider it unplayable with the viewpoint zoomed in so close.

It is just doing up-scaling, you can use DevilutioX if you want to be able to change the view area resolution.
