Found an interesting bit of news today. The open beta starts on the 20th of this month, but you can pre-load starting on the 18th. It is being released for PC, Xbox Series S/E/X, Xbox One, PS4&5. The game is also being released on the Switch, but there's no beta for that platform. You can get earlier access (as of the 13th) if you watch 2.5 hours of a Twitch stream. I'm not doing that because Twitch is fucking garbage.

I played in closed beta. Admittedly, I had cancelled my pre order, but after hearing that J Allen Brack was stepping down as President of Blizzard, I decided to rebuy it.

Not regretting it at all. News from today states that ladder runewords and crafting recipes will be available for non ladder and offline.

And yes, SP will have an offline, b.net free version, according to Blizzard, though beta requires you to be connected.
