Hi, to anyone who might have run into this problem, here is how I fixed it.
Firstly, I went into settings > Display Settings>Graphic Settings, then I added the DMC1 .exe(Found in C drive under programs x86 then GOG then games and then DMC ) and after selecting the .exe ,I set it to high performance to ensure that the game is not using my integrated graphics.
after that I entered my graphics cards management software, in my case it was Radeon software, then from here I chose Global graphics and activated Radeon chill, I then set my minimum fps to 60 and max to 63. This fixed the issues for me.
It should be noted that it is better to set the Radeon chill on a specific game instead of globally because it effects everything, This was just a quick fix.
