hey so, finding proper solution took me eternity but i m happy with my game now
i set render to DX10 with custom setup as well as adjusted brightness to values above any other game i play
also rip the eyeballs gamma 0.8+ is required to play this game

Keep in mind, Deus Ex is meant to be played dark, though due to renderer issues and being over 20 years old, a lot of the finer things in the rendering engine broke a bit.

or light the corner of the room that was intentionally made too dark
