I redid test number 3 several times but the dlc always worked for me. And add this to test number 5 ... this is just plain weird behaviour.
This is quite interesting. I seem to recall that some other game had a similar problem where it would not start if it was connected to the internet but the executable blocked, while it worked fine if the ethernet cable was physically unplugged (IIRC it was some kind of telemetry). The reason for this is likely due to incompetence on GOG's side -- perhaps they just wait a very long time for a server response in case there is internet.
However I do agree that this is DRM, and while probably accidental, it does not belong here where the games are sold explicitly as DRM-free.

DarthDaedric: It seems like there's something wrong in general with the Non-Galaxy installer for the Season Pass because even after deleting all my saves, I can't access any of the DLC. It just says "Unknown" next to them on the menu and I can't select them.

racofer: I have tested installing the game through the offline installer and through galaxy, with the same outcome.

Launching the game directly without Galaxy results in the DLC being unavailable with an Unknown next to to them. On the attached screenshot you can clearly see the message as well as "Connection Failed: Square Enix servers are currently unavailable. Try again later.". However, launching the game through Galaxy with an active internet connection gets the DLC working. I have also tested blocking the executable in my firewall, which breaks the DLC as well with or without launching through Galaxy.

This is what I have tested, using either the offline installer or installing the game through Galaxy (in the case of the offline installer, I had imported the installation folder with Galaxy to test when using Galaxy).

1) Launching without Galaxy and blocked the game executable through my firewall: DLC does not work;
2) Launching without Galaxy and allowed the game executable through my firewall: DLC does not work;
3) Launching with Galaxy and blocked the game executable through my firewall: DLC does not work;
4) Launching with Galaxy and allowed the game executable through my firewall: DLC works.

So there is only one condition on which the DLC works, and that is when using Galaxy and letting the game contact the Square Enix servers, otherwise no deal. This is DRM.

Thanks a lot racofer, for me Option nr. 4 (allowing game executable through the firewall and using GOG Galaxy) worked fine!
For antivirus I use Nod32 and Eset Internet Security version 13.1.21.0

As someone who has recently experienced the same issue with another game, here is my suggestion. Open a ticket with GOG support, explain that the game does not work as advertised without galaxy (link to this thread) and ask for a refund (for the entire game, not just the DLC).

For the last six months, "For The King" did not work without Galaxy installed and logged in. A month ago I found out about it, notified GOG and refunded my copy of the game. Two days ago, "For The King" got an update and it now works without galaxy. I rebought the game.

I'm sure that if enough people refund the game, it will greatly incentivise GOG to fix the problem.

P.S. Meanwhile, I have added the DLC to the list of games that do not work without galaxy.

I completely agree. If it gets fixed, then the game can easily be repurchased. A flood of "vote with your wallet" refund requests though makes it far more likely that it will get fixed and will also better show up in both GOG's and Square Enix's own internal surveys (eg, "reasons why refunds were issued") to make it less likely that we'll see a repeat performance in future.
I agree but I'm just afraid that with the covid emergency they will not act fast at all.
they should refund everyone right now and act. After that people who are interested will buy the game again.

Apparently there was according to this post... note the linked picture...

EDIT: Be that as it may,galaxy is required in order to run the DLCs; you cannot run them othewise!

The offline installers haven't been changed, at least going by the filenames. The DLC won't work if the Galaxy client isn't installed/running.

This. If you have Galaxy running, even if you do not launch the game through it, it will work. Close galaxy and the GalaxyCommunication service, and it will not work anymore.

I do wonder how quick the turnaround is going to be with this issue. If it is something GOG can fix on their own, then I'd expect it to be swift. If it is something only the developer can fix (assuming they are willing to), it could be a lot longer. It took Nordic a year to update Darksider 2 Deathinitive edition on GOG to fix the fact they broke on screen prompts for all QTEs when using a controller in an update they did basically making it unplayable (despite it working fine on steam).
The think that irked me though was over that year it went on sale several times despite GOG knowing the game was broken, having no idea if or when it would be fixed and without any warning on the store page.

I did shut down galaxy and it still loads on my end, GoG should rectify this issue though!

EDIT: Apparently, I did not completely shut it down as now I find that galaxy is indeed required after all!

Make sure that GalaxyCommunication.exe is no longer running after you shut Galaxy down.
