DLC requires GOG client for god know what reason. I thought Galaxy 2.0 was optional, but apparently it is not.

Semantics currently. It's part of the game and likely the thing most people are going to opt to purchase in order to get the "full" experience.
But since you can't just buy the DLC and run it without the base game, it's a situation where that unfortunate check is monkeywrenching the game into what most came to GOG to avoid.

GOG offers the main game as a purchase without DLC. If someone is only interested in it, they will get a faultless product. That's what I've tried to say. No disagreement there. I suppose I'm viewing the more likely scenario where anyone who would potentially buy the game will go for the deluxe package (or the game + separate upgrade option if it runs cheaper in their local currency possibly) but with the information available now it's more likely that people just purchase the base game and wait to get the upgrade if/when a fix is out. The people who made an impulse buy for the full package are in a weird limbo - either truly appalled and seeking refunds or showing patience and faith that GOG will acknowledge and fix the problem when they're able.

A)Arguing semantics about DLC DRM, issuing tickets in coronavirus-ridden company support and probably waiting days, incompetence from both provider (Square Enix) and publisher (GOG) to fix the issue in mere hours with their huge budgets, lining up to get refunds for a botched integration, getting upset for the incompetence of others, etc, etc, etc
Or
B) simply do what Grogger mentioned in the post and download the wrapper the Scene (yes that infamous, terrible, cancerous Scene) managed to apply to the official offline installers GOG provides and have your problem fixed ASAP (and probably faster than multi-million dollar companies would have resolved on their own).

A big part of why I've almost always tolerated the missteps of GOG and the various changes was that I could simply buy the game, keep the installer files and install it at any time without question nor worry. If I have to do my research every single time like on the other storefronts, I'll just go with whatever is cheaper, and Steam keys can be pretty cheap.
*I won't be asking for a refund, but I'm also not installing Galaxy to play some DLC missions. We'll see what happens.

That was intentional ^^ I remember being pretty pissed off when I tried to convince one of my non-gamer friends to check out Deus Ex and instead of playing the original he bought The Fall and then told me that Deus Ex is meh.
Nevertheless I can understand that some people would like to see The Fall here too for the sake of completeness ;)
On topic: As probably many others I have opened a support ticket with an inquiry as to whether gog is aware of the situation and whether there are any plans to act.
Imho gog could just use the plaza crack themselves. After all they are circumventing the DLC activation themselves via re-routing the communication to Galaxy. I doubt they would get into legal trouble if they circumvented the calls altogether by using aforementioned crack...
Nevertheless I can understand that some people would like to see The Fall here too for the sake of completeness ;)

additional post for the BUG i have with Galaxy 2.0 and Deus Ex MD.
It is not Galaxy 2.0 fault, its the DX12 path of Deus Ex MD that causes the CTD when
started out from Galaxy.
DX11 works flawless.

GHOSTMD: Hey guys, downloaded and tested Deus Ex MD yesterday.
I can confirm that DEMD is fully DRM free, i did cut the internet (physical) and i did
shut down Galaxy. The game just started and did run fine when i uses the executable.
Yes the DLCs did start as well, once i did start the game external.
Yes i also kept the taskmanager open, to check if Galaxy was started while i was in game.
No Galaxy 2.0 did stood put and shut down.
So for all being concerned that this game has DRM, no it most definitly has not.
It works fully Standalone and without Internet or Galaxy as launcher.
However, for me Galaxy start it bugged, when i try to start the game from Galaxy 2.0
the game crashes after 10 secs when i hit the start button.
I hope this helps to clarify if GoG FCKDRM policy is gone, it is definitly not.

I d/led games via Galaxy but I ALWAYS play my games with the client not running and I also cut off internet connection (ethernet+wifi) and the DLC won't start.
So, what I am doing wrong?
