Lvl 2 capped at 30 fps? WTF??? I have to start with openGL to overcome the 30 horrible unplayable FPS only to see that with openGL my ps4 controller doesn't work, this game is pure unplayable trash and i am still waiting to get my money back.

I play in directx mode and I never had any kind of 30 fps cap, on any steam and gog versions.
Are you *really sure* that's not a problem from your computer ? (try reinstall dx, video drivers up to date, a little clean up of your registery, then restart your computer...
For controller I can't say, I use xbox one, but you can always give a try with the best work around I know called Xpadder.
