PC version is released, and console versions have been announced. Console versions being advertised with pre-order incentive of swapable mount skins. For those of us who pre-ordered on PC, are these incentives going to be offered or implemented?

note: I've downloaded and installed the game, but still haven't been able to play. If it's in there, kindly educate me. Thanks.

As far as I'm aware, the pre-order incentive on PC was a discounted price. There are character skins in-game, but I'm not sure those are pre-order bonuses (my guess is they're not, especially since it will take you a long time to even unlock them). Considering you need to purchase the digital extras (OST and art book) separately, I really don't think there was any pre-order bonus on PC.

No, the skins are unshockables that you have to earn in the game. What a novel concept ;)
