Windows 7 users: I've found that installing Dark Reign to your user directory (ie, C:/Users/<your username>/) seems to rectify the issue with missing maps in multi-player and instant action.

Installing in this way also fixed my missing maps in instant action for me in Windows 10. Thanks original poster!
