Why is my installer such a massive download yet the game is almost half the size installed?

This has come up a few times.
They included all the language packs in the installer, but it only installs the one relevant to your system.
Boils down to an extra 40 gigs of unused audio.

As 1.62 broke several mod frameworks I decided to rollback to v1.61 - 58 GB large download. Wowza!

Sounds like they need to do a localized option.

I think this is GOG Galaxy, as other games have reinstalled totally on updates, etc.

Same here, really fun downloading almost 60 gigs when there is a hotfix. This also applies to new version of Witcher 3
