FIXED:
I was using a directory smlink to move my "Saved Games" folder to a different drive, and the problem was in the directory link - it had a typo and was pointing to nowhere. So if you have same problem, check your Saved Games (Games Data?) folder in C:\Users\yourusername\, make sure it's accessible and has the proper permissions set.

I've tried:

Full gfx driver cleanup and reinstall
Full game reinstall
Removal of any CD Project Red folders in appdata\local & saved games folder
Moving game folder for a different SSD
Re-applying folder access permissions (incl. subfolders)
Lots of free drive space on both system and game drive
Launching game as admin

Able to play any other game on this PC (including CDPR's Gwent, and the many other games, from GOG and Steam)
Powerful PC (incl. 4070Ti, 32 GB RAM, NVMe SSD, etc)
Game itself plays just fine (New Game), but cannot be saved.

I'm freaking stumped. Never had this dumb of an issue - I imagine for some reason CP process cannot access the user profile/settings files. Anybody got any ideas what else I can try besides nuking and reinstalling Windows?

Same problem here, Saved Games was redirected to another location. when restored to defaults the error was gone.

A very small percentage of games really don't like symbolic links, relocation to UNC paths or even to another folder for their savedata, Civilization 6 has always had this problem, and Cyberpunk seems to be one of them also.

This is just bad programming, the application should NOT have ANYTHING to do with the location of a path, that's the operating system's business.
