No mods, clean install.

Can't accept or decline the eula, probably because I can't actually see the eula or any other UI elements except the mouse cursor.

I have the exact same issue.
that is with or without mods running.

Kalec.758: I have the exact same issue.
that is with or without mods running.
are you using a 4k tv if so change your windows resolution down to 1080 as the ui tends to hide off the screen edges (once your in-game and configured correctly you can always revert back, hopefully this works for you and you can enjoy your gameplay
