My GPU usage is about 50% whilst my CPU usage is at 100%. I have an RX 6800, 5600X and 32GB 3200MHz RAM. All of my drivers are updated to their latest versions. I am averaging 70fps and drop below 60fps in intense areas at 1080p high settings.

Update: After some testing and reading, it seems like it's just a CPU bottleneck. On the bright side, my fps has been going as high as 130fps in less crowded areas.
