i preorder cyberpunk liberty city on steam but i have the main game:cyberpunk2077 on epic games. can i play liberty city even if i have cyberpunk2077 on epic games?

Games must be purchased at the same store in order to work properly. If you buy it on Steam, then all the DLC and add-ons must also be bought on Steam. The same goes for any other platform - Epic, GOG, etc. You cannot mix and match.

No, you have to buy the expansion on the storefront you own the original version of the game on.
