I've tried uninstalling and reinstalling, loading with no mods, reinstalling fresh with no mods, but she won't talk to me so I cannot complete this quest. I have the save editor, is there some flag I can set that would have her talk to me again? I've already done the Skippy quest and required it. I also did all her side gigs in hopes that would fix it since collecting all the cards fixed my issue with Misty.

Have you done Panam's quest line?

This one confused me too at first, but there is a another cyber psycho out in the Badlands that won't trigger until some time after progressing in Panam's quest line, specifically after talking to Hellman at the hotel.
