MarkoH01: Again: There is no different offline installer.
1) There was CP2077 base game.
2) There was an expansion called Phantom Liberty which is shown as DLC for the base game in your libraray only.
3) They created a bundle (CP2077/PL Bundle) that included both OL installlers which is exactly the same as if you would purchase the base game and the expansion. You will still get two OL installers and the expansion will still only be shown as DLC in your library.
4) They updated the base game with new features and renamed the bundle from "CP2077/PL Bundle" to Ultimate Edition" - that is all. I guess they chose the name "Ultimate Edition" because this was the last major update for the base game and if you get the PL expansion along with it it would be the "ultimate" experience.

The point is called "PR". Ultimate Edition" sounds better than "Cyberpunk 2077 / Phantom Liberty Bundle" ;)
