Does a sniper rifle fall under rifles with the perks system?

Just want to make sure I'm upgrading the right perk for my sniper rifle build.

Yes, it does. I have a sniper/netrunner build which is great. Points in Assault (Reflexes) and Stealth (Coolness) for crit and headshot damage when in stealth and covered. More points in Breach Protocol and Quickhacks (Intelligence) for weakening, distracting enemies and killing robots and other tech stuff.

I start with Breach Protocol and Ping to see all enemies. Then I use a SPT32 GRAD sniper rifle which ignores cover so you can shoot the enemies through walls. SPT32 GRAD is available from uncommon to legendary qualitiy and you can get one for free in the story line which is also equipped with a silencer so you won't get noticed when taking out enemies. You can take out most of the enemies before they even know you are there.

To finish off remaining enemies which might come close I put some points in handguns headshot damage and faster reloading as well as immunity to your own grenades (Tech branch). So I can use grenades in close combat with several enemies.

This build works like a charm even on hard difficulty (didn't try very hard yet).
