I purchased the physical copy of Cyberpunk 2077 when it released, and it linked with my GOG account. I have played and completed the game (73 hrs) through GOG.

The trouble is that GOG only shows the prices in USD while I live in India. Hence, Phantom Liberty at $29.99 translates to almost INR 2500. On the other hand, Epic provides Indian pricing, and I have some store credit which brings the price of the same to INR 1100. If I were to purchase through GOG, I'd basically be paying more than double.

My Epic and GOG accounts are already linked with the same username. However, I am unable to get Epic to recognize that I already own the base game. Hence I am not allowed to purchase the DLC through Epic.

How do I get Epic to recognize that I already own a legit copy of the game through GOG so it lets me purchase Phantom Liberty ?

You don't because it is not possible. Epic Games Store and GOG are two different stores. In order to buy the DLC on Epic you must also own the base game on Epic. Same rules apply to other game stores.
