Beat the game with good ending and progressed through the intro of the DLC. Got the key to full access for Rhombus square.

After this I tried to access 2nd floor in gear shop but its still not available. The skyrailis also not available (NPC outside telling me still under construction).

Tried numerous weird things to fix it (as has shown to work)
- Goat quest in Bergen I already did
- Tried buying something from 1F or GF in gear shop.
- Reload save I had when you select to move forward to start DLC - same issue.

Is there no fix for this?

I am currently not sure but think you should continue the story to unlock those.
