I am considering trying to go for the Utopia mission in this game. The requirement is that I must get every tenant at least 90% happy but I have never seen tenants above approx. 40% happiness with default rent.

I just want to know if anyone has hints or guides for how to get each tenant type to maximum happiness. I recently started paying more attention to this and noticed a few quirks. For example, Punks living on the same estate as a factory complain if your factory isn't running but the punk family I place in my "factory estate" is always less happy than my punk families on quiet estates. Another thing I've noticed is that having empty land on an estate seems to have a negative impact on happiness.

I would greatly appreciate anything anyone has to offer. Even if it seems obvious, it may be something I'm not aware of.
