I've tried the changing the resolutions to different setting but it does not change? Looks like it is stuck in 640.

Don't hit me for asking this, but you are using the GOG version right? I had this game on disc and the resolution not changing was one of MANY problems I had with the game in that format. When I got the GOG version that was actually the 1st time I'd ever seen the game not in 640.
Open Conquest.ini (from the folder where you installed Conquest) and find the line "LimitResolutions" under [Features] and change the value from on to off. Save and it should work.

Just got the game form GOG yesterday. Back when I had the CD it worked fine.

That only locks the resolutions to a specific range (640 to 1020) but the display remaing unchanged.

From what I've seen on how Conquest behaves the resolution does change. BUT when you restart the game the main menu resolution seems to start in a low resolution setting. Once you are playing in the game the resolution then switches to the setting that you select.

Might that be what you are seeing too?

I have this same problem! I even updated the game.
Like book99 says, the menus and video cut-scenes never change resolution (they stay at 800x600 I think) but once you are actually in game - in space controlling your ships - then the resolution will be what you set it to in the options (1920x1080 for example).

At least thats how mine works. Its only the actual space battle parts which ever change resolution. If I remember back to the original release I think thats how it worked then as well.
I got the exact same problem

the Menu, movies, etc they are all stuck in 640x480 mode

only the game part can do 1920x1080

but it doesn't even scale right.
