Game isn't smooth. Looks like the frames of the game are capped to something like 15-25 per second. How can I unlock them to fully 60 frames per second?

I remember an old method of getting Commados BEL and BTCOD to run right which involved a tool called BELloader, which had an in-built FPS limiter. Setting it to anything above ~20 FPS would speed up the game in undesirable ways, because apparently in the late 90s, FPS counts were attached to game speed for some reason. Westwood's (and subsequently EALA's) games suffered from this issue as well.

So 20 fps is native for Commandos?

Pretty much. When the game is at approximately that FPS rate, it plays the same as it was intended to on contemporary computers.
