Does somebody knows why there are Commandos 2 HD and Commandos 3 HD, but not Commandos 1 HD?

The first game, and its expansion, was made by a different company, as far as I know.

The current company probably hasn't got legal rights to remake that code.

It's a shame, while the prequel (Commandos: Origins) which is being made by the new company, looks like it's taking after the first game, so should be quite good.

Kalypso Media, who is publishing the new Commandos Origins, is listed as digital Publisher for Commandos 1, so legal rights may not be the problem here.

My guess is: They don't have the source code anymore.
Commandos 2 HD allready feels like it was based on an earlier stage of source code with a lot of bugs and problems the original final version of Commandos 2 didn't have. So maybe the Commandos 1 code is lost at all, and maybe the plan is to remake C1 with their Origins-Engine, if the game sells good enough...
