When ever try to change the framerate, it never reaches its target. When I try to put it on anything above 60fps (like 120 or 144 fps) the game is stuck at 65fps. Even when I put the game at 30fps, it runs at about 22 fps.

This is my setup:

CPU: Ryzen 9 5900X
GPU: RTX 3080ti
Ram: 32GB @ 4000MHz
Monitor: 2K 165 Hz MAG274QRF

If I can run games like Death Stranding, Horizon Zero Dawn, & CP2077 with no issues at 165fps, I don't see why a pixel game should be giving me shit.

Does anyone else have this problem? If so is there a solution? (Aside from the dev fixing the problem via a patch. Also I don't have a global fps cap and the Nvidia control panel doesn't fix the issue.

I got the solution from the steam forums. When the game starts press F1 to access the game's command prompt. Then enter "framerate X" where X is the target framerate (e.g. "framerate 165" sets the framerate to 165fps), and then press "Enter/Return". The framerate set is saved, so you don't have to enter it every time you launch the game,
