Should I just stay away with Mortars?

Is having troops with SMGS charge a suprressed building wise and if so, do I have them actually enter the building a good idea or just have them stay just outside firing into the buiilding?

Also is trying to bait the AI into wasting ammo possible? or does the AI have infinite ammo?

I'm not a hardcore CC2 player, so perhaps what I'm doing isn't the best known way around, but I usually surpress the troops inside using machine guns, while my other team either sneaks or moves fast inside (if available, smoke comes in handy too).

I've always felt like mortars aren't the best way to handle buildings, they seem fairly better for eliminating or at least surpressing enemy teams that remain outdoor.
I find mortars work well on troops in bulidings, to increase your chance of a hit I tend to only fire mortars at groups of 3+ soldiers (whether in building or not).

Otherwise what Vear said above is good, although to properly suppress enemy troops costs tons of ammo so probably best when the enemy only has a few units left, I think suppression has only truly worked if the enemy has gone into panic/rout mode (the solider icon turns from green to black/orange). Otherwise you may think its safe to charge at suppressed troops but then they wake up and lob a grenade or fire SMG when your trooops get close. So the "belts and braces" aproach of using both suppression and smoke tactics is a good idea. Remember Mortars can fire smoke too.

The correct way is to issue a "move" command into the building while suppressing the enemy inside with constant fire from another unit. It's also important to stay undetected as long as possible. The direction from where you enter is important. Always try to enter a building from some sort of cover, that could be another nearby building, trees or hedges. If that's not possible, use smoke. Never use the move fast command, it makes soldiers reckless and greatly increases chances of being shot. If you have to charge from the front and there is no suppression or cover at all, use the sneak command to avoid casualties until you reach the building.
