Currently having 2 issues with the game:

1. Without warning Patrick frequently slows down, he walks slower and if he jumps during this he slows down even further making it look like he is jumping on the moon. Nothing else in the game slows down, just Patrick himself.

2. The other problem is that most of the dialogue is out of sync. Patrick talking with the maid is normal. but the intro cutscene and Patrick talking with Jeremiah are terribly out of sync, it makes the game look like one of those badly dubbed Kung Fu movies. Both times diagloue ends before the cutscene itself does.

My game is installed on a Windows 7 computer and is currently set to 3DFX. Let me know if I should give more details.

Don't you happen to press the sneak key by mistake? I have no clue what does it default to, but it's a toggle key, and gives you almost no visual indication to the fact that you are sneaking: You just slow down all of the sudden, and you remain slowed down until you press the sneak key again.
I'm getting the same issues, and no I didn't hit the sneak key. Even cutscenes lunge between slow mo and normal speed. the game is currently unplayable

I'm definitely not hitting the sneak key be accident, I even checked the controls to make sure I wasn't bumping into a button and the problem persists.

I solved my problem and it'll probably solve yours too. look up something called nglide and download it. then configure it in its directory so that vsynch is off. finally, in the game go to the video options and change the driver to be on something called 3dfx.

It worked! The game is running perfectly now. Thank you very much :)
