Hi! I don't own steam and I'm new to this game, but I found where saved games are :
"C:\Users\xxxx\Documents\Cities In Motion\saves"
And there are chances that everything in this folder "C:\Users\xxxx\Documents\Cities In Motion\" is the "state" of the game (what achievement you unlocked, what is the configuration of the game, this kind of things). So if steam version use the same folder, may be you don't have something special to do to ?

So, my suggestion : go in "C:\Users\YOUR_USER_NAME\Documents\", look for a folder "Cities In Motion". If there is one, do a backup somewhere (or even only of the "saves" subfolder if you're interested only in your saved games), uninstall the steam version and install the new one. I think this should be fine.
But wait for someone who will know all of this for sure if you hesitate to follow my suggestion ;)
