I am not sure why this is happening but the game is stuttering no matter what options I change. I have noticed that the refresh is always "resetting" itself back to 24 hz as well. Is this a known issue that can be resolved without third party tools? Thanks in advance.

Just noticed that the refresh is changing based on the resolution chosen. At 1920x1080 myy only option is 23Hz.
But again, not matter what I change or do the game stutters and is unplayable.

I remember playing this game ages ago and enjoyed it when it launched. My PC at the time ran it smoothly for the most part with settings running around normal - high. Never experienced anything like im experiencing now.

Forget it. After attempting several things mentioned in other topics I just uninstalled it.

You playing through HDMI on a TV like myself?

I had similar problems, I put my frames to 59, and it doesn't stutter for me anymore.

Now I just gotta fix 5.1 sound.

Its in stereo only for me, thinking its just how the game was made.

I realise that this comment may not be of help to the original poster but since it's a common issue with the game I'm posting it anyway for future reference.

Whenever you open the video settings menu the game incorrectly shows a refresh rate of 25, regardless of what refresh rate you actually have set. The green text indicates that it's a setting you have changed, or in this case a setting the game is inadvertently trying to change for you, while white text indicates a setting that hasn't been changed. If you change the setting back to 60 you'll notice the value's colour reverts to white and you can no longer select to save because no changes have been made. The refresh rate only changes to 25 if you open the video settings and hit save without changing the value back to 60. Whenever you want to change a video setting, simply change the refresh rate back to 60 in addition to the setting you want to change and hit save.
