In Carma1?

Not really but you can waste all opponents except one (4/5) then either complete all laps kiling all pedestrians or concentrating only on them. In most cases after wasting 4 opponents I had 11 to 14 minutes and with constantly killing peds my timer raised above 19:59 to something like 43 minutes but that's only the case where peds are near you in line (mining underground areas or stands for viewers in Carsplat). In cities it's harder to do, as they are across all city. Other good areas are mountains, worst place to do this after city is industrial/factory.

In Carma2 this is more liberal especially when you pick up pedestrian respawn as peds count is cumulative during race, not restricted to certain things on location (this works in Carma1 also). If you thinking about Outbreak mission then no, can't get more time, no matter what objective is, always only 5:00 minutes to do everything.

Carmageddon 1? Yes. When race starts, type SEXWITHFISH to freeze the timer. However, when you kill someone, damage a car or collect a bonus, the timer will NOT increase, so you will get less points at the end. Type the code again to unfreeze it.

You can also stop timer in Carma2 if you find timed missions unbeatable on difficulty above easy. Just type
LAPMYLOVEPUMP during race to enable edit mode and then type STOPSNATCH to freeze timer. Type second time to unfreeze it. Limits on Normal are barely possible but these on Hard are nearly impossible to me. Other thing is, when you want difficulty and damage induced on normal or hard but can't beat time limits and don't want restart whole game with your progress, APO levels, credits and bought cars just because stupid times stuff being so much turn off and distraction of perfect gameplay and demolition model. ;-)

No, typing the code is enough. At least in my version of the game.
