I've been trying to get TDR2000 to run with the unofficial MAX PACK addon for about a week now, on Windows 10. I've already done the MIP filter and pixel fog settings, have dgvoodoo downloaded and set up, and have tried every other solution I can find, although my specific problem isn't usually mentioned anyway. The game starts and runs fine for a maximum of 2 events, before somewhere in the third one, it crashes back to desktop with an error window that reads

EXCEPTION at 0x0055f765 (or similar, its a different value every time)
'Access Violation'
Tried to read memory at (more random values)
Stack Trace
PC=(more random values)

I remember having this same problem with the max pack on windows 7, years ago, but just gave up on it. I actually want to play this game again without having to restart it every ten minutes. Has anyone else encountered this issue and figured out how to prevent it?

Have you tried adding an exception to this game in DEP. Or maybe try disabling DEP only for this game and then turn it back on when you are done playing the game.

Otherwise i didn't have this problem anymore since i am on win xp, also had to run the high res executable under the start menu in windows where the game is findable there since i think i had the same problem.
Have you tried compability mode win xp sp3.

I have done most of what you mentioned here, actually came across both the steam forum post and the youtube video. No luck with either. And I currently have a DEP exception for TDR2000 as well, but no luck with that either. I haven't tried to run the Hi res executable directly from the start menu, although I run it from TDRLauncher. I can try it, see if it make a difference.
