When I try to chage the resolution of Carmageddon Splat Pack Win 95 patch through ddraw.ini, it is always 600x400 in game. The resolution simply does not change! Editing the ddraw.ini works just fine for the basic Carma 95, but not the Splat Pack 95. Also, Splat Pack 95 crashes when I try to change scaling from linear to nearest. What on earth is going on here?

Personally, I'd just forget the Win95 version and run the game through Glide. That runs fine for me at 1920x1080.
I tried the Glide version, but despite attempting numerous settings and fixes, it runs only about 10 FPS. The basic software mode Carma isn't working correctly either, because the resolution refuses to change in that one too. The Win 95 version is my last resort here! I have never spent as much time trying to get a program working properly as with Carmageddon. I've been editing the .config files for longer than I have played the damn game! The forums have proven to be completely useless time and time again! I'm getting ABSOLUTELY MAD HERE.

Don't know if you're still having problems, but just a thought or two:

First, make sure Windows isn't forcing the game into 640x480. Right click your icon > properties > compatibility tab. The only options I have checked are "Disable visual themes" and "Disable desktop composition". Checking "Run as administrator" can't hurt, though.

Also, in my ddraw.ini, I use a borderless window set to my desktop height and the appropriate width. That maintains the 4:3 aspect on my 16:9 monitor.

Sorry that I'm answering so late. I wasn't able to even try your fix, because the "disable visual themes" and "disable desktop composition" checkboxes don't seem to exist at all! I'm using Windows 8.

Same issue here, except mines locked at the classic ole 320x240.
@ lucentv: Are you launching the game from the GOG start menu shortcut (http://i.imgur.com/aTdXY.png) or are you running the executable directly? The executable must be launched with the -hires parameter to go into 640x480 (the GOG shortcut does that).

After that it's just a matter of configuring the ddraw.ini file.
For those who want to play at 3dfx mode and want to change graphic settings (it isn't possible with bundled nGlide):

Install nGlide's newest version: (zeus-software.com/downloads/nglide)

After installed, go to its folder in Program Files and you'll find a graphics setup. Choose your desirable resolution, adjust the gamma, save and close. After this, run Splat Pack through the usual "hardware mode" shortcut.

You'll be able to select any resolution. But an advice: since Dosbox is highly CPU-demanding, you'll notice a frame drop, unless you have a really powerful PC.

Thanks, that at least got me up to looking like 640x480. Which is far easier on the eyes. Now I'm having the same problem as the OP. It just sort of ignores the resolution setting in the ini. I even tried setting down to 320x240.
