It's been a while since I've played, but I remember the cars handling a little better than they are now. I mean, I can understand poor traction and control while drive on the grass or sand (I don't think SCi had gone as far as giving the Autoscum buggies separate handling values for off-road driving), but I shouldn't be spinning out so much on paved roads. Or flying high over tall buildings (and off the side of the map) when speeding up the crest of a hill. Or doing any of the other silly things that to do otherwise might be too high of an expectation for '97 physics programming.

I haven't driven anything but the Red Eagle thus far (I'm at rank 48, but haven't won any alternate cars but ED-101's and Vlad's, and they both suck), so it might just be the car I'm driving. Does this lack of control span all cars (excepting the Cops team APCs, of course)? Are there any game file tweaks to make things..better?

If all else fails, I could just use the 'Jovian Gravity' cheat. I seem to do my best driving when driving like I'm driving on the surface(?) of Jupiter, after collecting the appropriate powerup.

That have always been that way. :( I bought Carma way back whe it first came out and one of my only major dislikes was that the other cars we're kind of useless. The Hawk is okay, and when you win the whole game and get a hold of the "Electro Ray Car" (forget the name) that handles okay but then that has that ray which is fun for about 5 seconds but ultimately takes the fun out of the game. The police truck is okay but only for mashing, you won't be getting any stunt bonuses in that tub.

BTW Carma 2 doesn't fair any better. You'll want to stick with the Eagle the whole game as well.
The Suppressor is indeed good only for smashing, but the normal police car is great.
The handling of most vehicles is awful but the physics were actually quite convincing when this game came out, I recall a retro reviewer even mentioned that this game had some of the first physics programming in a game.
Also it was the designers intent to have the vehicles behave like unguided projectiles most of the time and you have to drive slow when going after pedestrians.
Cars like Vlad's Impaler are just in the game for laughs and isn't very usefull and Stella Stunna's car is a cheat car and would make the game too easy if gotten early in the game so it is only obtainable by finishing the game or with cheatcodes.
There are some good cars though, I liked driving Psycho Pitbulls Towmeister for instance, it has good handling and can take on the heavier vehicles of the game.
