Why can't I hire a Cleric even tough I have Theology? Is this a bug? Can someone help me?

Hello!
Having theology researched is not enough. You have to change your government to Theology to be able to build this unit.

Important Note: Any government-specific units that you have will disband if you change your government type. For example: A Theocracy that switches to Republic loses any Cleric units that exist.
