As the game explained it, to use the Mine Tile Improvement I would need Slaves to have the mines actually do anything. Is this true or did I misunderstand it? If it is true then what type of mine do I need for it not to require slave labour?

The slave thing you speak of is just a tech to get mines, you don't have to have slaves to actually mine. slaves are just less productive workers basically (with risks)
