So I've placed new zones for houses, but there just wont arrive any new citizens? At first they arrived, but when I needed more citizens for the FIRST mission, I placed down a second patch of houses, but they never arrived. I sped up the game like crazy.. nothing. Is this some kind of bug, or am I just plain stupid of how this works. I've never had problems with this in for example Pharao.

Nope, this is not a bug. Immigrants won't arrive if there are no jobs available. Since you can't place things like prefectures, engineer's posts and temples until the associated requirements are met (a house catches fire, the prefecture collapses etc), nobody will enter. This is the same for every mission in Caesar 3: you'll get some people initially, but you'll have to provide jobs and services before anyone else with enter.

Personally, I don't like that method as it can cause stagnation at the worst possible times and prefer the method Pharaoh uses where people will enter regardless.

Building loads of houses won't work in Caesar 3, as the game is able to do much more complex favor calcluations to prevent immigrants entering the city. All that will happen is you will have loads of vacant plots because the game won't let anyone enter the city.
Things like wells also help because they improve desireability to live there. And make sure the houses you've built are close enough to the road, otherwise no one will move there. I think it's about 2 squares only and they won't move in.

I've been having the same problem, but I made sure to build a ton of prefectures and whatnot just to create jobs. I've gotten it to where employees are needed, but still no immigrants show up. I can't remember if I ever played Caesar III back in the day, but I think I'll jut stick with my favorite, Pharaoh :P

A house with a patch of road attached thats not reachable from the entry point can supposedly stop all immigration, make sure you have no stray road bits (trees are as solid as rocks in caesar and block walkers)

The second mission is unwinnable without some trickery on very hard, but thats doesn't seem to be your problem.
