I am doing the Miletus Mission and just started building a second housing block. I have let the game run for several months and the houses have remained empty. I have a worker shortage. My Advisor even tells me (Insert Number) immigrants moved in this monrth, but my population hasn't increased and the houses are still empty.

Is this some sort of bug/glitch?
