I'm trying to wall off my city to get external security so my houses can evolve, but walling off the city doesn't seem to do anything. They aren't registering as providing security, and my houses aren't evolving. I'm using the walls in combination with a river, but that shouldn't be a problem, right? The game says a river counts as a wall. So why aren't my walls working?

If you still wondering about this, it seems the External/Maximum Security doesn't kick in until a year passes. Its weird, but ... yeah, rivers do count, until you bridge across them.
