You are likely missing libraries or a dll somewhere. Or do not have both 32bit and 64 versions of them installed,

General things to make sure are installed when playing older games, or even newer smaller studio type games:

Make sure you have DX9 stuff installed:
https://www.microsoft.com/en-us/download/details.aspx?id=35

Make sure DirectPlay feature is turned on in Windows:
Open the Turn Windows features On or Off using the control panel.
Scroll down and find DirectPlay in the Legacy Components.
Check both components by ticking the box.
Click "OK" and restart the device to notice the changes.

Make sure all VisualC++ runtimes are installed of both 32 and 64bit:

hmm ok, I will install the old dependencies slash libraries. 32 and 64 bit? Why arent the launchers configured for 64 bit native libraries these days?

Depends how the game was compiled. If it is 32bit, needs the 32bit libraries. If 64bit, needs the 64bit libraries. Different versions are needed, as well, depending when the game was built/released.
I just know that error generally means missing VC++ Runtime version/bit-ness
