English PC version did not have the deleted scenes. The Japanese version (included) should.

Modders could potentially cobble together an unofficial uncensored international version based on the Japanese build however.

Hopefully the censored content can be restored to the english version. If it does I will finally get the game as the censorship always made me hold back on it.

Correct. The whole "Scias is an alcoholic in the Japanese version" is a BS rumor that has been assumed by everyone to be fact. I have yet to find any Japanese dialogue that suggests Scias is drunk. He has a stutter just like in the English version.

It is a bit of a bummer the English version is still censored but I'm so happy it's available again. Here's hoping to see Breath of Fire 3 come out soon as well.

Just so you know, there is a decensor patch that restores the missing scenes, Scias' ability, and the Dengeki store. Currently, it is only available for the PS1 version.
