The "prayer wheel puzzle" seems to unsolvable.

There is no indication of what the pictograms represent.
No indication of how many lines in the clue equals how many pictograms.

How or is this a bug?

The poem mentions all the elements needed, including their surroundings (ground and sky) The wolf, the crane, etc. and their respective locations are mentioned.
You have the sun as fixed reference point in the upper right corner, which points to the rabbit. One wheel represents the wolf and his surroundings, the middle one is for the crane and the right one is for the rabbit.
