If the optimizer didn't help, then I don't think that will do much either. Never know though.
If it's a system problem, perhaps a bios update would help.
Some older athlon boards had problems that could cause static in sound cards.
It's possible the boards were initially tweaked for video card performance at the expense of everything else.
Well, before getting into bios flashing, try updating the board's drivers, and check your usb settings in the bios.
Before my Phenom II x4 940, I used a X2 on a nf4, and if everything wasn't set perfect, including memory timings, I'd get some weird problem. Lots of troubleshooting, but it was a nice system.
