right first of all thank you for reading this , second of all i want to say that ive tried admin and installing directx , i dont know why this game isnt running it used to run fine on windows 8.1 but its been awhile since i last played it so when i went to reinstall it i was confused to see that it would just get stuck on the blitzkrieg splash image

Hi

Hello, the game works perfectly without being in administrator mode and under windows 8.1.

Do a ccleaner for the registry as well as Driver booster 4.2 free. And maybe temporarily disable your anti-virus.
