I have fps drops only in elevators and in start of new locations, no frps drops/stutters in combat.

That directly suggests texture streaming issues, specificly bandwidth requirements of game loading in textures and data for new level/area versus what your storage media is capable of.
Using SSD for game files could possibly fix the problem (or using RAMdisk if you have abundance of RAM by any chance).

Have you done any .ini tweaking? As B1tF1ghter says, it's likely to be the unreal engine streaming in textures. This is usually covered by textures not loading in, rather than frame rate stuttering, but depending on what settings you've changed, it could be streaming.

How much space have you got free on the HDD? When did you last defrag it? Are you running an aggressive virus checker?

I hate to say it, but given the machine you're running, you really should consider an SSD...

Glad you got it fixed. With an SSD in it, that's a pretty good gaming machine you've got there.
